The Defense of Marriage Act was established by Congress on September 21, 1996 to allow states the right to refuse to recognize, or to choose to recognize, same-sex marriages, independent of other states. Due to a couple of members of the District churches having heart attacks at their church and later passing at the hospital within the past three years, the District Ushers have set up a training session to assist anyone that may have a heart attack or stroke during church services until medical staff can arrive on the scene.
